With this in mind, the <strong>Council of Ministers has passed the <\/strong><a href=\"https:\/\/portal.mineco.gob.es\/RecursosArticulo\/mineco\/ministerio\/participacion_publica\/audiencia\/ficheros\/ECO_Pol_AP_20210727_APL_Crea_y_Crece.pdf\"><strong>Draft Bill on Enterprise Start-up and Growth<\/strong><\/a>.<\/p>\n<p>The draft bill is included in the <a href=\"https:\/\/planderecuperacion.gob.es\/\">Recovery, Transformation and Resilience Plan<\/a>, an instrument for mitigating the effects of the coronavirus pandemic.<\/p>\n<h4><strong>When will the compulsory B2B electronic invoice in Spain become effective?<\/strong><\/h4>\n<p>Once the law enters into force (article 12), the government will pass a regulation containing the specifications of the electronic invoice. Electronic invoices will become compulsory one year after the regulation is approved.<\/p>\n<p>Therefore, <strong>the compulsory nature of the <\/strong><strong>B2B electronic invoice in Spain will be implemented in phases<\/strong>:<\/p>\n<ul>\n<li>Firstly, <strong>a year after the regulation is approved, for companies and independent contractors with an annual turnover exceeding 8 million euros.<\/strong><\/li>\n<li>Secondly, <strong>during the 3 years following the approval of the regulation, <\/strong><strong>for companies with an annual turnover below this threshold as well as for independent contractors<\/strong>.<\/li>\n<\/ul>\n<p>Everything indicates that in the next 2 years, B2B electronic invoices will become a reality in Spain.<\/p>\n<h4><strong>What are the objectives of B2B electronic invoices in Spain?<\/strong><\/h4>\n<p>The promoting of electronic invoicing provides many benefits. From the government&#8217;s point of view, one of the elements that e-invoices allows mitigating is the <strong>default rate in business transactions. <\/strong>However, there are other objectives: <strong>the digitizing of business relationships, lower transaction costs and promoting transparency. <\/strong><\/p>\n<p>For companies, it <strong>provides additional advantages such as fewer errors, improved invoice traceability and quicker payment collections.<\/strong><\/p>\n<h4><strong>What are other countries doing in terms of electronic invoicing?<\/strong><\/h4>\n<p>Spain is following the model of other European countries that are also considering compulsory measures such as <a href=\"https:\/\/www.voxelgroup.net\/blog\/en\/belgium-confirms-their-intention-to-adopt-a-mandatory-b2b-e-invoice\/\">Belgium<\/a>, <a href=\"https:\/\/www.voxelgroup.net\/blog\/en\/a-mandatory-b2b-electronic-invoice-moves-forward-in-germany\/\">Germany<\/a> or <a href=\"https:\/\/www.voxelgroup.net\/blog\/en\/changes-in-the-implementation-of-electronic-invoicing-in-france\/\">France<\/a>.
