{"id":11275,"date":"2022-05-03T14:04:57","date_gmt":"2022-05-03T13:04:57","guid":{"rendered":"https:\/\/www.voxelgroup.net\/blog\/?p=11275"},"modified":"2022-05-03T14:10:32","modified_gmt":"2022-05-03T13:10:32","slug":"france-the-european-union-authorizes-mandatory-b2b-electronic-invoice","status":"publish","type":"post","link":"https:\/\/www.voxelgroup.net\/blog\/en\/france-the-european-union-authorizes-mandatory-b2b-electronic-invoice\/","title":{"rendered":"France: The European Union authorizes mandatory B2B electronic invoice"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Tiempo de lectura:<\/span> <span class=\"rt-time\"> 2<\/span> <span class=\"rt-label rt-postfix\">minutos<\/span><\/span><h2><b>The European Council has allowed France to impose the mandatory use of B2B electronic invoice.<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On 17 January, <\/span><b>the European Council authorized France to implement mandatory B2B electronic invoice<\/b><span style=\"font-weight: 400;\">, to be phased in beginning 1 January 2024 and ending 31 December 2026.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Once the Direction G\u00e9n\u00e9rale des Finances Publiques (DGFiP) approved the Budget Law<\/span><a href=\"https:\/\/www.voxelgroup.net\/blog\/en\/france-stakes-on-mandatory-b2b-electronic-invoicing-from-2023\/\"> <span style=\"font-weight: 400;\">that establishes the obligation to use the B2B electronic invoice<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><b>everything is in place for the mandatory use of the electronic invoice to become a reality<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h4><b>What are the key deadlines for companies?\u00a0<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Implementation of the B2B e-invoice in France will be as follows:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Large companies<\/b><span style=\"font-weight: 400;\">: by 1 July 2024. These are companies with more than 5,000 employees and a turnover exceeding \u20ac1.5 billion or a \u20ac2 billion balance sheet.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Medium-sized companies<\/b><span style=\"font-weight: 400;\">: by 1 January 2025.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Small companies<\/b><span style=\"font-weight: 400;\">: by 1 January 2026. Small companies are those with less than 250 employees and a turnover of less than 50 million euro or a 43 million euro balance sheet.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">As shown above, <\/span><b>the implementation process will be phased and will take 1 year and a half<\/b><span style=\"font-weight: 400;\">. Once companies have completed this process, paper invoices will no longer be valid as proof of transactions or to justify VAT deductions.<\/span><\/p>\n<h4><b>Which electronic invoicing model will France follow?<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">The country <\/span><b>will use a billing model called clearance<\/b><span style=\"font-weight: 400;\">. This model is gaining more and more traction and is already present in countries such as<\/span><a href=\"https:\/\/www.voxelgroup.net\/blog\/en\/sdi-remains-in-italy-until-2024-at-least\/\"> <span style=\"font-weight: 400;\">Italy<\/span><\/a><span style=\"font-weight: 400;\"> and Mexico. In fact, it is the most widely used billing model in Latin American countries.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although it varies from country to country, the clearance model <\/span><b>establishes that the state intervenes in the sending of invoices<\/b><span style=\"font-weight: 400;\">. In France, <\/span><b>companies must either connect to a certified service provider<\/b><span style=\"font-weight: 400;\"> (following<\/span><a href=\"https:\/\/www.economie.gouv.fr\/dgfip\"> <span style=\"font-weight: 400;\">DGFiP<\/span><\/a><span style=\"font-weight: 400;\"> requirements) <\/span><b>or report their invoices manually through Chorus Pro<\/b><span style=\"font-weight: 400;\">.
