On July 8, 2025, the French General Directorate of Public Finances (DGFiP)<\/a> officially became the France Peppol Authority<\/strong>, marking a milestone in the interoperability of electronic invoicing in the country.<\/span>\u00a0<\/span><\/p>\n

Since then, France has defined the specific requirements of the Peppol Authority, which set the conditions for certified providers operating in France (plateformes agr\u00e9\u00e9es<\/em><\/a>) to act as Peppol Access Points<\/strong> and play this role within the French e-invoicing model.<\/span>\u00a0<\/span><\/p>\n

What is Peppol?<\/span><\/b>\u00a0<\/span><\/h2>\n

Peppol<\/a> (Pan-European Public Procurement Online) is an international network that enables the secure and standardized exchange of electronic documents<\/strong> (invoices, orders, delivery notes, etc.) between companies and public administrations.<\/span>\u00a0<\/span><\/p>\n

It was launched in 2008 as a European Commission project to simplify public procurement, but today it is used globally in over 40 countries, connecting organizations in Europe, America, Asia, and Oceania.<\/span><\/p>\n

Its infrastructure is based on certified access points and a unique identifier for each participant, ensuring interoperability, regulatory compliance, and encrypted transmission.<\/strong> Thanks to Peppol, companies can automate B2G and B2B processes, reduce costs, and ensure compliance with international e-invoicing regulations.<\/span>\u00a0<\/span><\/p>\n

Voxel, Peppol Service Provider in France<\/span><\/b>\u00a0<\/span><\/h2>\n

As an international Peppol access point,<\/a> Voxel is also a Peppol service provider in France<\/strong>, establishing itself as one of the first agr\u00e9\u00e9es platforms to do so in this market.<\/p>\n

This allows all clients a key advantage: to transmit electronic invoices via the Peppol network directly to the recipient\u2019s certified provider,<\/strong> while the invoice\u2019s tax data is sent in parallel to the French administration. Without Peppol, certified providers must interconnect with every other certified provider, which implies costs and technical complexity. With Peppol, the flow is simplified: a single secure and standardized connection for the entire ecosystem.<\/span>\u00a0<\/span><\/p>\n

The B2B e-invoicing law in France<\/span><\/b>\u00a0<\/span><\/h2>\n

The mandatory B2B e-invoicing system in France<\/a> is based on a model called the \u201cY scheme,\u201d which combines a public platform and certified private providers. All companies subject to VAT in France must issue and receive structured electronic invoices through plateformes agr\u00e9\u00e9es<\/em><\/strong> (formerly called partner dematerialization platforms), which are intermediaries authorized by the administration.<\/span>\u00a0<\/span><\/p>\n

Certified providers validate invoices, ensure the use of interoperable formats and standards, and transmit tax data to the DGFiP. The Public Billing Portal (Portail Public de Facturatio<\/em>n, PPF) acts as a central node to supervise the information flow but will not be used for direct exchanges between companies.<\/span>\u00a0<\/span><\/p>\n

In addition to e-invoicing, the system includes the obligation of e-reporting, which consists of sending data on certain operations (e.g., international or B2C transactions) to the tax administration.<\/span>\u00a0<\/span><\/p>\n
