Germany is moving toward a fully digital invoicing model, with obligations that already apply to transactions between businesses and public authorities (B2G), as well as to transactions between businesses (B2B)<\/strong>. The electronic invoicing framework is overseen by the\u00a0German Federal Ministry of Finance<\/a> (BMF).<\/span>\u00a0<\/span><\/p>\n

Business\u2011to\u2011consumer (B2C) transactions are not affected by this national mandate. In addition, for now, cross\u2011border and intra\u2011EU operations are not covered (without prejudice to future\u00a0<\/span>ViDA<\/span>\u00a0requirements).<\/span><\/span>\u00a0<\/span><\/p>\n

E\u2011invoicing for the German public administration<\/span>\u00a0<\/span><\/h2>\n

In the public sector, Germany uses a centralized system<\/strong> in which all public administrations receive electronic invoices through standardized infrastructures.<\/p>\n

The Bund (federal level) and many public entities receive e\u2011invoices through platforms such as ZRE\/OZG\u2011RE and\/or via Peppol, while in the L\u00e4nder (federal states) the specific portals or channels may vary depending on the administration.<\/p>\n

The most commonly used formats are XRechnung<\/a>, Peppol BIS (via Peppol) and, in certain cases, ZUGFeRD<\/strong>.<\/p>\n

Electronic invoicing is <\/span>mandatory for all B2G transactions<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

German B2B model: how e\u2011invoicing works<\/span>\u00a0<\/span><\/h2>\n

The obligation for B2B transactions<\/a> generally applies to operations between \u201cinl\u00e4ndische\u201d entrepreneurs, that is, companies with their registered office, place of management or establishment in Germany<\/strong>. There are some exceptions, such as certain transport tickets that function as invoices, among others.<\/p>\n
