The UAE\u00a0<\/span>i<\/span>s making the move to<\/span>\u00a0mandatory<\/span>\u00a0<\/span>electronic invoicing<\/span>,\u00a0<\/span>with\u00a0<\/span><\/span>full\u00a0<\/span>compliance set for 2027.<\/span><\/span>\u00a0<\/span>The\u00a0<\/span>goal<\/span>\u00a0<\/span>is to regulate and standardize\u00a0<\/span>B2B and B2G\u00a0<\/span>electronic transactions\u00a0<\/span>in\u00a0<\/span>the United Arab Emirates<\/span>.\u00a0<\/span>T<\/span>he UAE\u2019s Ministry of Finance<\/span>\u00a0also<\/span>\u00a0<\/span>require<\/span>s<\/span>\u00a0companies<\/span>\u00a0to<\/span>\u00a0<\/span>appoin<\/span>t an Accredited Service Provider (ASP)<\/span>\u00a0to\u00a0<\/span>comply with<\/span>\u00a0the new regulations<\/span>.\u00a0<\/span><\/span>\u00a0<\/span>

UAE electronic invoicing guidelines<\/span><\/span><\/h2>\n

The UAE government has selected the\u00a0<\/span>Continuous Transaction Controls (CTC) and Digital Reporting Requirements (DRR)\u00a0<\/span><\/b>models.<\/span><\/b>\u00a0This means that the authorities are always able to have visibility on transactions and can audit companies whenever needed.\u00a0<\/span><\/p>\n

With\u00a0a decentralized five corner structure model,\u00a0the UAE\u00a0tax authorities require companies to select an<\/span>\u00a0Accredited Service Provider (ASP)<\/span><\/b>. These electronic invoicing providers will work as\u00a0a middleman\u00a0to\u00a0validate\u00a0and\u00a0transmit\u00a0data from the businesses to the authorities.\u00a0The ASPs must\u00a0comply with\u00a0the usage of the\u00a0<\/span>Peppol\u00a0<\/span><\/b>network.\u00a0<\/span>\u00a0<\/span><\/p>\n

In the UAE model, companies can\u00a0<\/span>only choose one ASP for both reception and issuance of e-invoices.\u00a0<\/span><\/b>The\u00a0official\u00a0accreditation\u00a0to ASPs\u00a0will be granted and published by the Ministry of Finance.\u00a0To officially\u00a0select\u00a0a\u00a0provider, businesses must\u00a0<\/span>complete\u00a0the onboarding process through the\u00a0<\/span><\/b>EmaraTax<\/span><\/b><\/a>\u00a0platform.\u00a0<\/span><\/b>\u00a0<\/span><\/p>\n

Scope<\/span><\/span><\/h2>\n

The scope of the Ministerial Decision No. 243 of 2025\u00a0regarding\u00a0the implementation of obligatory electronic invoicing in the UAE applies to\u00a0<\/span>all companies conducting business-to-business (B2B) and\/or business-to-government (B2G) transactions in the country. <\/span><\/b>\u00a0This is not limited to size, industry or VAT registration. It also encompasses government entities and international companies that issue invoices locally, with certain exceptions (<\/span>certain airline services, exempt financial services)<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Businesses are\u00a0obligated\u00a0to issue,\u00a0transmit\u00a0and report e-invoices and credit notes\u00a0within 14 days of the transaction.\u00a0The communication between supplier and buyer and the reporting of invoice tax data are handled by the\u00a0appointed ASPs.\u00a0<\/span><\/p>\n

B2C (sales to individual consumers) is explicitly excluded for the time being, pending a future ministerial decision.<\/span><\/p>\n

Timeline of e-invoicing implementation in the UAE<\/span><\/span><\/h2>\n

Penalties and fines<\/span><\/span>\u00a0<\/span><\/h2>\n

If a business does not\u00a0<\/span>comply with<\/span>\u00a0the mandatory e-invoicing regulations or does not appoint an ASP by the deadline, the penalty charge\u00a0<\/span>is<\/span>\u00a0AED 5,000 a month.\u00a0<\/span>In the case of not issuing an invoice or credit note on time, the company will be fined AED 100 per transaction<\/span>\u00a0capped at AED 5,000 per\u00a0<\/span>month.<\/span>\u00a0Finally, failure to notify system fail<\/span>ures or changes in data\u00a0<\/span>implies<\/span>\u00a0a fine of AED 1,000 per day of delay.<\/span><\/span>\u00a0<\/span><\/p>\n
