However, a QR code will be mandatory for both electronic and paper invoices.<\/p>\n<p>The Portuguese government has taken this decision after analysing the resources companies will need to adapt to the ATCUD requirements. <strong>The authorities consider that given the current pandemic situation, companies will need to focus their resources on more urgent needs.<\/strong><\/p>\n<p>With this new revision, the period set to acquire the ATCUD code has also been delayed. Companies will thus begin the procedure as of the second half of 2021. <strong>From 2022 on, invoices lacking the ATCUD code will not be considered valid for tax purposes.<\/strong><\/p>\n<h4>The e-invoice in Portugal<\/h4>\n<p>Following this revision, regulations for e-invoicing in Portugal are as follows:<\/p>\n<ul>\n<li><strong>1st January, 2021:<\/strong> <a href=\"https:\/\/www.voxelgroup.net\/blog\/en\/portugal-progresses-in-electronic-invoicing-as-it-becomes-mandatory-in-the-b2g-environment\/\" target=\"_blank\" rel=\"noopener\">B2G e-invoicing<\/a> mandatory for large companies (over 250 employees, a turnover of over \u20ac50m, or an annual balance sheet of over \u20ac43m).<\/li>\n<li><strong>1st January, 2021:<\/strong> QR code. All invoices must include a QR code complying with <a href=\"https:\/\/info.portaldasfinancas.gov.pt\/pt\/apoio_contribuinte\/Novas_regras_faturacao\/Documents\/Especificacoes_Tecnicas_Codigo_QR.pdf\" target=\"_blank\" rel=\"noopener\">the technical specifications as published by the government.<\/a><\/li>\n<li><strong>1st July, 2021:<\/strong> B2G e-invoicing mandatory for SMEs.<\/li>\n<li><strong>1st January, 2022:<\/strong> B2G e-invoicing mandatory for micro-enterprises.<\/li>\n<li><strong>1st January, 2022:<\/strong> ATCUD code mandatory on all invoices.<\/li>\n<\/ul>\n<p>Digitization of invoices and the new requirements (QRs and ATCUD codes) have a dual objective. On one hand, Portugal wishes to simplify communications with the tax authorities.
