    As of May 16, 2023, the Dominican Republic took a firm step towards digitalization with the entry into force of Law No. 32-23 on Electronic Invoicing. This regulation establishes the mandatory use of the electronic invoice as the official means to document commercial transactions in the country. 

    Gradual and organized implementation of the electronic invoice 

    The General Directorate of Internal Taxes (DGII) defined a phased implementation plan to facilitate the transition to electronic invoicing in the Dominican Republic, grouping taxpayers into three segments:

    • Large national taxpayers. Deadline for compliance until May 15, 2024. 
    • Large local and medium-sized taxpayers. New compliance deadline until November 15, 2025 (6 month extension). 
    • Small and micro taxpayers. Compliance deadline until May 15, 2026. 

    Extension for large local and medium-sized taxpayers 

    In the case of the second group – which includes large local and medium-sized taxpayers – the DGII has recently announced a 6-month extension as of May 15, 2025. With this extension, the new deadline to comply with the implementation of the electronic invoice will be November 15, 2025. 

    This applies only to companies that are already in the process of implementation and have submitted the application form to become electronic issuers. 

    It is important to note that if at the end of this additional period the certification process has not been completed, companies could face penalties for tax non-compliance.
