The European Council has allowed France to impose the mandatory use of B2B electronic invoice.

On 17 January, the European Council authorized France to implement mandatory B2B electronic invoice, to be phased in beginning 1 January 2024 and ending 31 December 2026.

Once the Direction Générale des Finances Publiques (DGFiP) approved the Budget Law that establishes the obligation to use the B2B electronic invoice, everything is in place for the mandatory use of the electronic invoice to become a reality.

What are the key deadlines for companies? 

Implementation of the B2B e-invoice in France will be as follows: 

• Large companies: by 1 July 2024. These are companies with more than 5,000 employees and a turnover exceeding €1.5 billion or a €2 billion balance sheet.
• Medium-sized companies: by 1 January 2025. 
• Small companies: by 1 January 2026. Small companies are those with less than 250 employees and a turnover of less than 50 million euro or a 43 million euro balance sheet.

As shown above, the implementation process will be phased and will take 1 year and a half. Once companies have completed this process, paper invoices will no longer be valid as proof of transactions or to justify VAT deductions.

Which electronic invoicing model will France follow?

The country will use a billing model called clearance. This model is gaining more and more traction and is already present in countries such as Italy and Mexico. In fact, it is the most widely used billing model in Latin American countries. 

Although it varies from country to country, the clearance model establishes that the state intervenes in the sending of invoices. In France, companies must either connect to a certified service provider (following DGFiP requirements) or report their invoices manually through Chorus Pro. Chorus Pro is the French government’s e-invoicing platform, which is already in use today for B2G invoices.

The draft bill that will make B2B electronic invoices compulsory in Spain has been passed.

With the aim of promoting economic growth and increase productivity, Spain moves forward in their commitment towards B2B e-invoicing. With this in mind, the Council of Ministers has passed the Draft Bill on Enterprise Start-up and Growth.

The draft bill is included in the Recovery, Transformation and Resilience Plan, an instrument for mitigating the effects of the coronavirus pandemic.

When will the compulsory B2B electronic invoice in Spain become effective?

Once the law enters into force (article 12), the government will pass a regulation containing the specifications of the electronic invoice. Electronic invoices will become compulsory one year after the regulation is approved.

Therefore, the compulsory nature of the B2B electronic invoice in Spain will be implemented in phases:

• Firstly, a year after the regulation is approved, for companies and independent contractors with an annual turnover exceeding 8 million euros.
• Secondly, during the 3 years following the approval of the regulation, for companies with an annual turnover below this threshold as well as for independent contractors.

Everything indicates that in the next 2 years, B2B electronic invoices will become a reality in Spain.

What are the objectives of B2B electronic invoices in Spain?

The promoting of electronic invoicing provides many benefits. From the government’s point of view, one of the elements that e-invoices allows mitigating is the default rate in business transactions. However, there are other objectives: the digitizing of business relationships, lower transaction costs and promoting transparency.

For companies, it provides additional advantages such as fewer errors, improved invoice traceability and quicker payment collections.

What are other countries doing in terms of electronic invoicing?

Spain is following the model of other European countries that are also considering compulsory measures such as Belgium, Germany or France. The adoption of electronic invoicing in Europe is becoming a growing trend.

Hesperia could save 50,000 sheets of paper in the next 5 years

Grupo Hesperia continues to advance in its commitment towards digitization and sustainability; two key factors affecting the competitiveness of the hotel sector. With the aim of achieving greater efficiency in managing the purchasing processes, the company has outsourced services offered by Economitza and Voxel to optimize their purchasing processes and administration.

The process involved modifying a task which in the past was basically carried out manually, and turning it into an automated and digitized process that saves time and paper and is aligned with the hotel’s sustainability objectives. Currently, Grupo Hesperia has already digitized their transactions with more than 50 suppliers and expects to reach 160 suppliers in 2022, which is more than 50% of their volume of operations in terms of the number of invoices they issue.

In the first 6 months since the new system was implemented, more than 5,000 invoices have been automatically processed, which significantly simplifies the managing of the processes associated with supplier orders and invoices for its 23 hotels. This way, the group spent 1,200 less hours per year managing processes.

For the following phase of the project, Hesperia will once again hire Voxel to develop and implement electronic delivery notes and send digital orders to achieve a process that is paper free in all its phases. With this initiative, and after being implemented for just six months, the hotel company has been able to dematerialize over 5,000 invoices. In 5 years, the company could reduce their consumption by at least 50,000 sheets of paper.

To achieve this milestone, in a first phase, the hotel company hired management company Economitza, through its E-Market, to create their database of products and suppliers. Assisted by Economitza, Hesperia was able to manage and consolidate their materials database, generate electronic orders and integrate all this information in their ERP system. In order to complete the digitization process, they trusted Voxel and their electronic invoicing platform, baVel, to digitize the administrative process. baVel was integrated with Economitza’s E-Market and with all the suppliers to transmit electronic invoices and create an automatic flow. Economitza’s E-market checks the invoice against the order and adds all the information to Hesperia’s ERP. This way, a digitized and optimized process was achieved thanks to a smooth coordination process between Hesperia, Economitza and baVel.

The Spanish government publishes a draft bill to promote B2B e-invoicing in the country.

More and more countries see B2B e-invoicing as a tool for savings and efficiency. It is also an essential step to advance in the digital transformation of the productive framework. And Spain is no exception.

Recently, European countries such as France and Poland have taken firm steps in this direction. Spain, for its part, has recently published a draft bill that includes the use of electronic invoicing between companies.

The “preliminary draft bill for the creation and growth of companies” does not provide technical details or approximate dates, but it is clearly committed to this transaction modality.

There is still a long way to go and many details to be clarified. One of the few things that the draft bill does specify is that the implementation of electronic invoicing will be gradual. Initially, B2B e-invoicing will be mandatory for large companies. Small companies will have more time to adapt to this new invoicing modality.

One of the main reasons for governments to promote the use of e-invoicing is to combat tax fraud. However, the use of e-invoicing is also beneficial for companies. The main benefits that companies obtain when using e-invoicing are: increased efficiency and effectiveness, timely payments, greater traceability and control, digitalisation and automation…

The status of electronic invoicing in Spain

Currently, B2B e-invoicing in Spain is not mandatory, but its use is permitted. In fact, many companies already use e-invoicing on a regular basis or in some of their B2B transactions.

In the public scenario, i.e. in B2G transactions, e-invoicing is regulated.

Since 2015, all public administration suppliers with invoices over €5,000 must send their invoices electronically through the facE platform. This implies that all public administrations must be able to receive and process e-invoices.

At the same time, the country’s large companies must electronically declare the details of invoices issued and received (including simplified invoices) within a maximum period of 4 calendar days, through the Immediate Information System (SII).

The restaurant group has already received more than 1,000 invoices from its main suppliers without the need for manual intervention through the electronic invoicing platform.

Nomo Group, the restaurant group specialising in Japanese gastronomy, has placed its trust in baVel, Voxel’s leading electronic invoicing and payment platform in the travel sector and the HORECA channel, to digitise and automate the receipt of invoices from all its suppliers.

Nomo Group is clearly committed to its digital transformation, which is why it decided to take advantage of the slower months to optimise and make its more manual back-office processes more efficient, with the aim of emerging stronger from the current situation.

To achieve this, the baVel platform has integrated with the Nomo Group’s ERP – ICG – and also with all its suppliers. Thanks to this, Nomo is able to receive all invoices from its suppliers through a single channel and can integrate, reconcile and account them directly in its ERP.
